China-Chile and China-Czech Republic Patent Prosecution Highway Pilot to Launch Start of 2018

China’s State Intellectual Property Office (SIPO) will commence patent prosecution highway (PPH) pilots with Chile’s National Institute of Industrial Property and the Industrial Property Office of the Czech Republic on Jan. 1, 2018. The pilot programs will end on Dec. 31, 2020 and Dec. 31, 2019 respectively.

Shenzhen Sets up Finance, IP Protection Courts

Shenzhen set up a financial court and an intellectual property (IP) court on Dec 26, according to China’s state-run media outlet Xinhua. Both are located in the Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone. The Supreme People's Court has given the IP court powers to deal with IP cases under the jurisdiction of Shenzhen Intermediate People's Court. The financial court will handle financial cases and appeals which fall outside of the jurisdiction of community courts. In 2016, courts in Shenzhen adjudicated on 14,887 IP cases of first instance, or one 10th of the nation's total, according to the media outlet. In the first eleven months, Shenzhen courts handled 23,639 financial dispute cases of first instance, twice the number in the same period last year.

Beijing’s Zhongguancun Aims to Become China's Leading AI Player

The Zhongguancun Science Park in Beijing recently released an incubation plan to promote the artificial intelligence (AI) industry, according to the China Daily.

The plan hopes to pave the way for China to play a role in standard setting in the AI field with hopes for significant technological breakthroughs by 2020. Official statistics cited by the media outlet state that Zhongguancun is currently home to 250 AI related companies which hold over 7,700 patents. 42.9% of AI startups also started at Zhongguancun according to the media outlet.

Taiwan and UK sign MOU on Recognition of Biomaterial Deposits

The Taiwan Intellectual Property Office (TIPO) signed a memorandum of cooperation on the storing of biomaterials in the patent process with the UK intellectual property office and both sides recognized the other on the same day. This agreement follows similar recognition between Taiwan and Japan.

Under the agreement, patent applicants only need to deposit biomaterials with foodstuff industrial development research institutes in Taiwan or biomaterial storage organizations in the UK, and provide certification of this storage to the UK or Taiwan intellectual property office and it will be recognized. This means that duplicate deposits no longer have to be made.

This also allows patent applications to avoid the complicated procedures around import and export of biomaterials and the dangers of contagion in the process.

Russia Delivers Second Batch of Su-35 Fighters to China

Russia's TASS reports that a second group of 10 Su-35 fighters that China ordered from Russia have been delivered, meaning China has accumulated 14 of the fighters.

According to the 2015 agreement, China ordered 24 Su-35 fighters for US$20 billion. Previously a group of four fighters were delivered in November of 2016, and the final ten are expected to be delivered at the end of 2018.

The order also includes ground support equipment and spare engines. Russia originally demanded an order of 48 fighters, but China originally only wanted to buy 2-4 "for research". Russia refused however, worried that China would reverse engineer the fighters.

Before the sale the two parties signed an intellectual property agreement, aimed at preventing China from copying the Su-35 fighter.

Taiwan’s ITRI Sees 141 Patent Licensing Agreements and 19 Techonology Transfer Cases in Green Energy Sector

Taiwan’s Industrial Technology Research Institute (ITRI) has announced 141 patent licensing agreements and 19 technology transfer cases in the green energy technology sector. The patents in question are listed below:
